Two sentences above are examples of questions direct speech. If a sentence will include in the phrase the present or the present tense, then there is no change in time for the sentence is direct like a number one and two. Although the sentence is changed into a tense but said ' that' or ' weather' are always supposed to exist in the sentence because if there is no then that sentence not whole.
And the last, If the sentence is not a sentence pressent tense then there is a change of time. The example: He told me, “I went to Bandung yesterday” change to the = He told me that he had gone to Bandung yesterday. In an example, there are changes in the time that is, the ' went' turned into a ' had gone', that is because the sentence will include a sentence past tense, so to be changed into the past.
